Google Music service has a 1 time fee same as Android Market for developers and you can enjoy up to 20,000 free songs in the cloud and billing directly to your T-mobile account.

A new update is now available on the Android market for Google’s Music application v4.0 which offers free songs. Looks like the web-based market doesnt have the app updated to the latest version but dont worry you can get it directly from within your Android device native app.
